		<description>Does the State have any educational media that explains what the indexes mean? I appreciate the effort, but I don&#039;t think a consolidated index can work alone. Considerations of driving style, frequency, passengers, etc must be considered. I do not want to see a &quot;beauty contest&quot; for getting the index number on top of the list.</description>
