		<description>The dividing lines are interesting on this.  Why were they drawn where they are?  One side says exempt or streamlined is acceptable.  The other side is against streamlining?  It seems to me that putting money into the system INCLUDES the money spent at environmental review firms.  Those companies also have staff, payroll, facilities, expenses, etc.  Environmental review should be typical and common.  What&#039;s wrong with that industry being healthy as it serves us?  I think the complainers, the people who say &#039;give us the money FASTER&#039;, are actually the hoodwinkers that got us into our financial mess in the first place.  They want their hands on the loot so they can do funny business with it.  No.  Repeat no.  The citizenry&#039;s health and environment has a right to be considered carefully.  If the process takes too long, then by all means, get honest, call people on the carpet, expect and demand performance.  But why *this* attitude should share a bill with the people who want to disregard the environment and our health and safety altogether is beyond me.</description>
