		<description>ah, just imagine how many carbon emission permits $76 million would have bought... and that&#039;s just one financial quarter&#039;s worth of spending. I was upset about the Obama Administration deciding that no permits would be free, but I am having trouble maintaining the sentiment. Got to love systems--they sure do love to go to ridiculous ends to avoid being changed.</description>
