		<description>Surely the increased spending on the tax credit means that it is achieving its aims?  If the purpose was &quot;to increase investment in alternative energy, recycling and energy conservation&quot;, then the high take-up should be seen as a success, not as a problem!

I guess one observation which could be made is the over-emphasis on large wind-power projects.  In a Pacific Coast state like Oregon, perhaps more encouragement of wave power projects, which is an energy source less liable to weather-related interruptions, should be pursued.
