The statemetn saying that cattle producers would go out of business if they are required to purchase permits is absurd. All the producers will need permits and will pass on the increase in cost to consumers driving up the price as it should be to begin to take into consideration the true costs of meat production. That and the fact that our protein laden diets from absurdly cheap meat may benefit by the reduction.
At the turn of the 19th Century, factory owners in England claimed they would go out of business if they were required by law to provide bathroom breaks for their workers... last time I checked the industrial revolution continued unhindered.
