A revenue-neutral carbon tax is absolutely the best way to reduce gg emissions; it avoids the evasion and market manipulation of cap and trade while reducing emissions, incentivizes "green" R&D AND returns the revenue to families already struggling under the weight of the current economic downturn. I certainly hope that Congress pays attention and at least includes a carbon tax in the discussion. Mr. Shapiro is right on the money.
