I heartily agree that social messaging is needed for the market transition for reducing our carbon impact to become a predominant (salient) concern, similar to the realization that smoking is bad for smokers, their children and the surrounding public, so too is carbon pollution. What else explains why you can demonstrate bottom line savings all day long and still not generate a lighting or other energy retrofit project to actually do the work. However, it is very important for the doubts about global warming to be laid to rest before the larger public will accept that carbon is bad for our future health and well being. We need this internal motiviation to take hold as well as the external motivation of a carbon tax.
I am certain that the carbon tax will provide an “incentive” and perhaps if the funds were collected (instead of creating a cap and trade market)along with a gas tax we could fix the deficit and provide investment in energy savings and alternatives.
