		<description>In the spirit of charity which pervades many of PWR&#039;s dealings we will give US utilities a piece of incredibly valuable information with respect to renewables: it would seem that countries in Europe (around 27 of them) have implemented a system of incentives called &quot;Feed-in-Tarrifs&quot; these levy a small extra charge on consumers electricity bills to pay for renewables such as wind and PV. PWR understands that the US quite rightly takes a &quot;not invented here&quot; attitude to things outside of the US - but this may be a case of &quot;take a second look&quot;. 

Just in case - the above was meant ironically. Perhaps what the US needs is a federal law modelled on the Renewables Directive which applies to all EU MS. Or would that be a step too far for the US?</description>
