Some SOCMA members, the majority of which are small businesses, manufacture chemicals used in oil and gas exploration, including fracking. Protecting trade secrets is important, the organization says, specifically in an industry where it is difficult to launch a product into commerce.

SOCMA says it supports enhancing public confidence in the chemical industry — but transparency done the wrong way can lead to mining from foreign competitors before chemicals enter commerce.

The organization also says the EPA is duplicating reporting requirements because voluntary initiatives between manufacturers, in collaboration with local state and federal agencies — such as FracFocus — are under way.
