After spending $4.8 million and more than two years planning a massive green energy housing and retail project, developer Joshua Knoefler withdrew his proposal this week, the Union-Tribune reports.

The four-block Green Village project would have included 1,110 condominiums, 200,000 square feet of commercial space, a recycled water system and renewable energy sources.

In a letter dated Aug. 13, Knoefler told Mayor Ron Morrison the city was imposing “cookie-cutter requirements” to a first-of-its-kind project. Morrison, who called Green Village “cutting edge,” said Knoefler’s project was “like a fantasy” that lacked concrete detail.
