  1. We need to quickly put in place energy conservation programs to stop the $600 billion annual foreign oil bleeding our economy and balance of trade.
    To do this we need to quickly apply old proven technologies as is being done in Europe and Japan where the per capita energy use is less than 1/2 or what is here in North America.
