The Andhra Pradesh state government in India is planning to institute an energy conservation building code (ECB code) for enhancing energy efficiency in all large buildings such as multiplexes, malls and hospitals, according to Business Standard. The ECB Code would be applicable to all non-residential buildings with more than 1,000 square meters of plot area or 2,000 square meters of built-up area, whichever is higher. Certification of energy conservation for these buildings will be issued by the Bureau of Energy Efficiency architects.

The state government is also working on a Green Factory Building Code for energy efficiency in industries and studying the best practices on energy efficiency to benchmark with international standards in power-intensive sectors.

In the United Arab Emirates, the Emirates Green Building Council has created a task force to come up with ways to finance energy efficiency retrofits of existing buildings, according to Emirates 24/7. The EmiratesGBC task force will meet with banks, insurance agencies and other financial institutions to lead the project. The country faces the same issue of landlord/tenant split incentive as elsewhere. EmiratesGBC has also identified a lack of adequate financial support for retrofitting existing buildings as well as a lack of awareness in the market about opportunities for energy retrofitting.

EmiratesGBC has more than 260 members representing all stakeholders in the building construction supply chain, according to the news outlet.
