Last week the International Civil Aviation Organization agreed to create a market-based program starting in 2020, with details to be decided in 2016.
But at the last minute, the ICAO included a principle of “common but differentiated responsibilities,” which arose under the UN’s climate change convention. China and Saudi Arabia, among others, argued for the principle, which requires rich countries to take on a bigger emissions-reduction burden, Reuters reports. The US, Australia and some European nations are likely to challenge this principle at the 2016 meeting to shape the future market program.
Meanwhile, questions linger over whether the EU will continue the freeze on including airlines in the continent’s Emissions Trading Scheme.
