Standards & Compliance Briefing: Building Commissioning, Laptop Chargers, Phthalate Listed

ASHRAE is requesting public input on ASHRAE Guideline 0.2P, The Commissioning Process for Existing Systems and Assemblies, which describes the procedures, methods, documentation, requirements and physical activities of the commissioning process for existing buildings using the principlesof ASHRAE Guideline 0-2005, The Commissioning Process. The proposed guideline is open for public comment until Jan. 20, 2014. 

IEC has completed 62700: DC Power Supply for Notebook Computer, the first global technical specification for a single external charger for a wide range of notebook computers and laptops. The specification will be available in early 2014. IEC says today’s laptop chargers create waste because they are not generally usable between computers, and sometimes they get lost or broken, leading to the disposal of still-functional computers.

ASTM has released ASTM D7888, Practice for Evaluating Adhesive and the Effects of Plasticizer Found Within Polyvinylchloride-Backed Floor Coverings, which it says will provide a qualitative means to determine the potential effect of plasticizers contained within polyvinylchloride floor covering materials on a specific adhesive. The standard will help provide assurance that flooring materials are “green” and do not pose a risk of plasticizer migration, according to Larry Press, director of flooring at Helmitin Adhesives and a member of ASTM committee D14.

California’s Office of Environmental Health Hazard Assessment will add a common plasticizer, diisononyl phthalate, to its Prop. 65 list of carcinogens as of December 20, according to Bloomberg BNA. A scientific advisory committee voted against adding butyl benzyl phthalate, however. Exxon Mobil, BASF, the American Chemistry Council, California Manufacturers & Technology Association and the California Building Industry Association opposed the listing for DINP.
